There are five coils of rope around her legs, but only two strands running down to the chair’s post, so there rope is wrapped completely around her legs for at least three turns. Since the rope is wrapped near the middle of her lower legs (where it’s thinner than it is at the knees), it can actually be very difficult for her to slide her legs out if it is tied tight enough.
 
Since the rope runs down only one side of the chair though, she could slide over a bit towards that side, but again, she risks falling off and inuring herself, as she wouldn’t be able to straighten her legs at all.
 
If this is consensual, then whoever tied her up is very unskilled at bondage, and is acting irresponsibly. The only pain you’re supposed to experience from bondage should come from whips, candle wax, e-stim units, etc - not from falling off a chair due to poor ropework and suffering broken bones and possible head trauma (she would land right on her head with no way to shield herself if she falls forward).

I think the idea of it is the peril; she COULD do that, but as previous comments indicated, doing so risks her taking a pretty nasty tumble.

Whoever tied her legs to the chair did a extremely poor job of it by the looks of it. It looks as if she can just pull her legs away from the chair at any moment she chooses.

Won’t lie, that’s probably the best course of action to take. Then again, judging by the look she has, I doubt this is…entirely consensual.

E: I’d just untie her. That chair contraption isn’t very safe. If she falls, bones are going to break. In the worst case her neck will break.

As much as I love women tied to a chair in their underwear, this position looks very unbalanced with poor weight distribution. I’d be very worried about her falling over and getting injured.
