It might push a Pegasus away, but two things: a) the gases and smoke of a mushroom are super heated, which is why the cloud is condensed towards the bottom, so the mushroom cloud would cause severe burns. B)The cloud expands so rapidly, that even though a cloud is fragile to a pegasus, it is going to impart a lot of force. Imagine getting hit with a snowball traveling hundreds of miles per hour.
