in the episode i mentioned, looten got away with it because the planeteers couldn’t present evidence that the forest was an endangered species habitat (looten’s lackey had a case of the smarts and stole the photo evidence from the photo processing shop…digital photos weren’t a thing back then) and legally got the rights to the land. by the time evidence was found, it was too late.
 
if the same situation happened here (flim flam brothers legally acquired the land), CP would be breaking the law stopping them.

personally i would’ve used looten plunder because his victory over the planeteers was more or less this (successfully taking down a forest habitat on an endangered owl species).
 
the “F’ You!” he gave to the good guys at the end was pretty memorable.
