If anything it shows that how scary Twilight would be if she actually tried. Luckily for us, it’s a… I suppose you could character limitation. I would hesitate to call it a flaw of Twilight.

I was really impressed with how quickly Twilight adapted in this Finale; she’s still a wet sock at long term strategy, but her tactical skills are improving quite well.

Some of Twilight’s most powerful magic has been gained from the bad guys, i.e., Teleportation from Nightmare Moon and a variety of nasty stuff from Sombra’s Dark Magic. Starlight (as far as we know) is self-taught. She had no moral guide, thus, no qualms about what she learned or how she used it. The fact she became a psychotic cult leader with no regard for anyone but herself says a lot.
 
In short, no, she shouldn’t be nerfed. Just because Alicorns are the highest form of Pony evolution, doesn’t mean they are the greatest in strength, knowledge or ability.
 
If all of Twilight’s foes were the equal or lesser of her, the show wouldn’t remain very entertaining for very long now would it?
