It all depends on perspective, yo. For me, I get super-extra-double embarrassed if someone I don’t know touches either my chest or my leg.
The difference is its a non-winged pony doing it to a pegasus. Its kinda like the difference between touching someone on the chest. Its a lot more sexual for girls than guys.

Story’s actually about Twilight discovering about Pegasus wing body language. There just happens to be appledash in it ;)
it is a way of a pegasus pony (traditionally… Now just with any feathers!) showing that they love another pony. I think the feathermarking is a sign of affection and that the two ponies belong to each other. It also feels really good to the pony’s skin.
It was invented within an amazing Appledash story.
