Nah, just rough-riders. No special rules.
So what are the rules for this Battalion and Sparkle herself? I suppose Commissars are off the unit list.
A normal unicorn is probably a psyker with 1 wound, no armour save and with a 6+ invulnerable save.
Sparkle by extension probably has 1 bonus wound, a 4+ invulnerable save. She probably also has more prominent powers to choose from.
