I didn’t hear her mention “surrender” at all, just letting them on board.
All they have to lose are their lives and their dignity, which were basically what they were already risking.
And what they have to gain is a cool new ship with top of the line weaponry and a cool black paintjob, with only a few dozen goons to be evicted.
