Some countries are very lax about liquor laws though. The US, believe it or not, is one of the strictest countries regarding minors and liquor. Places like Cuba and Jamaica have an aquiring age of 18, meaning you can’t buy it if you’re too young, but no drinking age. It’s perfectly legal for an adult in those countries to buy booze for a kid.

That, and the fact that I don’t think any Equestrian would want to question one of the country’s most powerful entities, even if they are buying alcohol for a minor.

Luna could have gotten him alcohol anyways. She does come from a thousand years ago.

Has anyone made any convincing arguments for Spike’s age yet? I mean, I know he’s a “baby” dragon, but maybe “baby” in term of dragon years is, you know, eleven, twelve. I guess you’d really need to know Twily’s age, and she seemed about eight (something about her movements and general look make me think this); if she’s twenty now, he could be twelve. Of course, that’s all approximation.
 
I’m only mentioning this because the use of alcohol and sexual commentary made me wonder.
