Pretty much, I imagine that each province supplies and maintains their own militia with different uniforms, banners, equipment and specialties but still united under one flag. Sadly MLP have a world too interesting for it’s own good. A kids show sadly.

I wish the show at some point in all it’s many scenes involving nation wide disasters and fights against the enemies of Equestria showed a regular army. Not the royal guard or night guard which seem to be the personal guards of the princesses or the crystal guards which seem confined to the crystal empire which itself seems to be a vassal state to Equestria.
 
A regular army would certainly be needed and maintained with the threats their presumably very large and populated nation would face,just recolor the armor silver to contrast the royal guards gold and maybe not make them all the same color per race to show their less formal structure and that would be enough but they never did That.
 
They could have just had them on the screen when the wonderbolts tried to fight Tirek or better yet in the Sombra war timeline with the first real organized battle between two opposing forces and despite giving the wonderbolts a new look they just used royal guard vectors for the infantry fight,a special unit meant to protect royalty fighting conventional battles… Maybe they were there to guard the princess who was there in the battle but that’s still no reason to not show any regulars.
 
So to me that silver helmet is basically the closes were gonna get to Any indication of a regular army in the show.

I always considered that Equestrian officers have the kind of helmet that Pinkie is wearing while the regulars have 17th century helmets.

It can be an officer helmet,just not one for the royal guard.
