Shops like Redbubble make tees to order so there’s no need to stock predesigned shirts. Ordinary artists can submit designs and if people like it, they can buy it and it gets printed. My lament is that there are very few designers who have made Silver Spoon shirt designs apart from cutie mark only shirts. Understandably, they want to have topselling designs so they may be less likely to have a design for a not so popular character.
