Communities in Equestria are somewhat segregated, in that they all appear to have been founded by one or another race of Pony, who are the community’s dominant race:  
Canterlot - Unicorns  
Manehattan, Ponyville - Earth Ponies  
Cloudsdale - Pegasi
 
With the exeception of the Pegasus sky-cities, though, ponies of other races show up even in communities not founded by their race. Presumably, they’re later arrivals from other communities. So we see Pegasi and Unicorns in Manehattan, and Pegasi and Earth Ponies in Canterlot.
 
Ponyville apparently is somewhat unusual in the number of non-Earth Ponies it has for an Earth Pony-founded village. It’s probably the closest thing Equestria has to a fully racially-integrated community. The CMCs made a point of that when they did their entrance display for Ponyville in the Equestria Games.

It was definitely founded primarirly by earth ponies but is just such a nice place that other types of ponies have intergrated over the decades. It helps that the cost of living probly cheaper then places like canterlot and you dont need magic to avoid falling through the floor like cloudsdale.

The “mostly inhabitated by earth ponies” Ponyville is kind of an informed atribute. I see lots and lots of unicorns and pegasus in there. Just to say, they have enought pegasus to equal Cloudsdale in wing power.  
On the other hand, Canterlot has earth ponies. Like the snobish ones Rarity tries to impress before a redneck steps in. So maybe is more like some kind od tacit segregation.

Because unicorns are actually able to control and improve their magical abilities while pegasi and earth ponies only seem to have passive magic with limited applications. Besides, the school is in canterlot which is mostly inhabited by unicorns just as cloudsdale is mostly pegasi and ponyville mostly earth ponies.

…and this is when you realize how class-ruled Equestria is. Not a single non-unicorn in the lot.
 
(Why is it a school for gifted unicorns and not just magical ponies?)
