I logged onto my dA where I follow Hotaru as well and found this in the comments:
 
“It’s a coincidence rangefinder. It uses widely separated mirrors and the principle of parallax to find the distance to a target. Popular before the development of laser rangefinders and such.”

It would seem that the binoculars are optically connected to what looks like case bulbs (possibly enclosing some kind of lenses or other optics) at the two ends of the transverse bar. Considering Derpy’s projector, and Scootaloo’s saddlebag medical-like insignia, it probably suggests they are a search and rescue team of some description, and that is their search equipment.
