Skyrim is neither really here nor there about how speaking in the dragon tongue works, exactly. One loading screen says that two dragons fighting is actually just a verbal battle, but then all of the shouts are comprised of combination words as if they were chants of a sort.
A chant is probably a good comparison, given how many characters speak in the dragon tongue but do not activate the thuum therein. Like “you will now know learn ‘wuld’.” Why didn’t Arngeir do a sprint? Is it a matter of the feeling behind the word or what?

If he really were fluent in that language, shouldn’t something have exploded by the end of that sentence? ;)
He’s speaking in Thuum. It’s a dragon language in Skyrim.
