As for the idea with reforming Raiders, that’d be real nice, yeah. Might be too complicated for a mod though, would have to be a legit DLC.
I guess the Wasteland Workshop DLC is gonna be as close as it gets.

Honestly wish there was a way in Fallout 4 to capture, ‘hire’ and/or reform a few of them into guards for caravans or out right form your own raider tribe.
I can’t say settlers do the job just right, their just to nice.
