well first there would be the fact that in most places the toilets don’t have a running water supply to refill themselves and then theres the ones that are plain broken, so pretty much the only working toilets would be in places like inhabited stables and steel ranger bases, yes there would be
semi-functional toilets in settlements but those are likely extremely old, fragile and could just overall f*** up at any given moment.
How rare do you think they will be?
