I’m pretty sure a purist just made that precedent / rule up on the spot similar to the “never end sentences in prepositions” fallacy.
(It may not be a coincidence however that most of the words I’ve listed here have the Greek root first, then the Latin.)

The precedent when coining scientific terms is to use only Greek or only Latin roots. Obviously, exceptions do exist (genus names for example), because that’s not a strict rule so much a centuries old custom, but not following it is usually frowned upon.
Sure, it would’ve been more precise to use the term for a fear of drowning, but there’s apparently no word for that

You are correct about the etymology, but the English use of hydrophobia refers specifically to an aversion to drinking or swallowing appearing in late stages of rabies. The fear of rabies is even called hydrophobophobia.
