She knew Twilight was lying (it was obvious) and I expected her to appear at the (broadly understood) end and see that Sunset skipped the dinner because of Trixie.

Yes. I expected Celestia to give Twilight a lesson at the end about how telling the truth is important and how she totally understands that friendship is more important than a dinner.
Also nice background gag.
It could have been decent episode. Just tone down things here and there, show Twi’s side of things, cut “waiting Celestia” completely, and voilà! It’s just never got a nice touch and polishing, instead it was released as it is, with all it’s overdramatic glory.

Celestia was a grump because Twilight was lying to her face for no good reason and she knows it. She’s concentrating on the fork as alternative to giving her former student a verbal lashing. If she’d been all cheerful and giggly at this charade, she would’ve come across as a vacuous idiot.
Not too long after “Trade Ya,” on top of that: she decides not to sell her books because they’re part of important memories and helped maker who who she is today. A few episodes later: KABOOM!
Ouch.

Headcanon: She’s used to disappointing soirees like this (cf. her remarks on Grand Galloping Galas prior to Best Night Ever), but never ones hosted by Twilight.
That makes a lot of sense.
She took time out of her busy schedule to meet with a pony that didn’t bother to show up, then had to endure an hours long wait, Twilight lying to her, and ponies that were not at all interested in her company. Being a bit annoyed was perfectly in character, and frankly if anything her patience was pretty well displayed given how she did keep waiting without any verbal complaint beyond a sigh.
Not sure why, but I’m getting the feeling you didn’t like this episode.
Going by “On Your Marks,” earth ponies use forks to give other ponies samples of their cooking. Probably considered more polite than the other pony slamming their face into the dish.
