That works. I think Cloudsdale is kind of like real life public school where the teachers are just as useless and often times, punish the victim rather than the bully. I also HC that Whirlwind is the mother of one of the Cloudsdale bullies.
Or Hoops, Dumbbell and Score were all sons of Wonderbolts (maybe Wind Rider?) or other influential pegasi and thus were not punished to avoid a lawsuit from their parents. Sad but it’s likely true.
I’m just glad Dash has parents after all, Bow and Windy aren’t quite what I had in mind, but at least they’re supportive?

I actually considered the headcannon that Rainbow eventually got in a huge schoolyard fight with Hoops, Score, and Dumbell while trying to defend herself and Fluttershy, she was punished by Ms. Whirlwind and after a huge argument was promptly expelled from flight school.

Well Cloudsdale is full of bullies with exception of RD, Flutters and their families. I suppose Spitfire and Soarin count to an extent.

Thats really messed up. Instead of helping a student that’s dirty, humiliated, and possibly injured she just stands there and laughs at her along with the students.
