From what I’ve gathered, originally Cloudchaser was to be named Stormwalker. That didn’t go through but when it was revealed someone thought it funny that such a cute pony would’ve had such a bad-ass name. Hence the tag.
Or, if you prefer, think of it as a second name added for accuracy’s sake. Like Bon Bon / Sweetie Drops.

Cloudchaser is written twice in this picture. Why is there a Stormwalker tag? It seems pretty clear the artist is not calling her that, and it is also the lesser of the two.
