That raises a lot of questions about that advertisement.
After reading the commissioner’s version and his comments, I’m pretty sure he didn’t mean for them to be bits of love that just happen to be named after ponies…
Anything with human intelligence, e.g. capable of language, using tools, building civilizations, and so on. Dwarves, elves, and ponies are all humans in different bodies for all intents and purposes.

An interesting question, actually. Would a dwarf eating an elf be cannibalism? What if we add orcs to the equation? What’s the line here?
They’re similar enough that it should be. Would a dwarf or an elf eating a human not be cannibalism?
It’s only cannibalism if they’re the same species. That’s somewhat ambiguous with changelings.
