To be fair, goatees are great for that ‘Evil Advisor’ look - especially the kind that is still loyal, just entirely heartless in the ‘My liege, we can’t give food away to incompetent farmers; We need it all for the war’ sense, and maybe a bit self-serving too (great feasts while people starve, and so on - there’s a thousand excuses to let them justify the behavior too)
 
Especially since smooth-chinned Spock looks young-ish.  
Put a goatee on him, and he gains a few years, enough that it’s easier to take him seriously as a threat.

Actually, the goatee Goku imagined on Turles was a reference to Star Trek TOS (The Original Series), where one of the characters’ (Spock) evil “Mirror Universe” counterpart had a goatee.
