No, they are not infants, I will tell you straight forward. This is an animated piece of a larger image that basically takes concepts from old school cartoons where because of dumb robots, characters would end up in whacky situations. Such as getting their haircut and diapers put on them, spanked like in the practical pig or house hunting mice, or even that one time with Donald Duck and that mechanical barber chair.


 
On one note to you sir, there is a plethora of people that think making an adult to look like an infant, diapers and everything, is sexy. I am not one, but they are everywhere. On another note, the sexualization of infant ponies is called Foalcon and unfortunately is a thinkg as well, but considering said tag is not on this? You should be able to put two and two together here and assume it's the former, not the latter.
