I always assumed that the name “The Crystal Empire” was a literal title, in that while the nation may only be a city-state, the crystal that make up said city-state are so wide-spread and vast that it’s an Empire of literal crystals.

Clearly there is only one appropriate disguise to wear if you are a princess:
