In the US, swearing is seen as ‘explicit’.
In Europe in general, there’s no rating on swearing.
So that’s why swearing itself only gets the tag ‘vulgar’, but the image stays as ‘safe’.
I don’t see any issue with swearing in comments on safe images. These servers are in Europe after all.
And now that you’ve changed your comment and the tag, my previous reply is pretty much null and void. Though I will say that there’s nothing in the rules about spoilering profanity, obscenity, or other vulgar language, unless it’s sexual or (semi-)grimdark in intent. (Personally I think it’d be a good idea to do so on

You don’t need to spoiler swearing on a safe image.
There’s no way for him to edit his comment now (afaik), so if you think it’s over the image’s rating, just report it. Though personally I don’t really see how saying Celestia should be spanked is more violent than causing a painful, permanent burn mark.
