The battlecry here is half a mana, to balance a card like this properly it should break even at four other cards in hand. Therefore the battlecry should cost seven mana to be comparable to flamestrike. So it’s worth ten mana.
That would be okay as a neutral card. That would balance the “You get two cards in one.” with “You can only play it three turns later. In a control deck with big hand size a twisting neather and a 3/3 is quite okay. At nine mana you could combo it with dirty rat if you manage some discount or have a coin, that would make it interesting.
“Kind of” OP is an understatement. Even one card makes it better that Twilight Flamecaller, a class-card and therefore intentionally above the curve a little. It’s also better than Ravaging Ghoul, and it’s incredibly strong too.
