I can see a way. It probably would actually turn out weird though. Here’s a crappy diagram, with X and Y representing the way Rarity alternates which legs are off the ground:

What if you rotated it to be like this?

As an anology to make the next statement easier to understand, let’s say X and Y represent sets of gates. While the X Gates are open, the Y Gates are closed, and after a set delay, Y will open and X will close. After the same delay as before, the X Gates open again, and so on.  
The above diagram makes more sense to use because now, we can just say the rope’s axis is perfectly horizontal. If the speeds of Rarity’s shuffling and the rope are aligned properly, Gates Y will open shortly before the rope approaches them. Right after it passes through, Gates X will open. Then, the rope advances past Gates X just in time for Gates Y to reopen, letting the rope repeat the process once it comes back to its original starting point. That made sense, right?

no, see, in that reference image, pinkie is doing both right legs then both left legs. in this image, rarity is alternating right foreleg/left hindleg and then left foreleg/right hindleg
 
so there’s actually no way to make this a jump rope edit that won’t look weird

I took this as a reference and I tried to imitate it.
 

 
 
Now that I see it a bit better, the rope should be behind of the forelegs.  
But well, the next time will be better, it was only a silly practise.

actually, looking at it closer, there isn’t really any right way because her forelegs and hindlegs are alternating
