(Due to the lighting when the picture was taken it looks like the black in his tail is darker than that in his mane. Really, it’s all supposed to be the same shade of black.)
 
Steamboat is the mysterious, witchcraft-using earth pony behind the creation of the chaotic “unnamed world”. This world is his home, his get away, and his way of not being seen by those who aren’t his followers.  
His followers, Clockwork Crow, Jumping Jack, Lucid Dream and Circus Freak all live in this world with him, it’s his way of making sure they’re loyal to him. Steamboat watches as their reaction to him, his strange abilities, and the world those abilities made changes from usually shock and disbelief, to acceptance. That’s when he knows they’ve accepted their new life and will not let the existence of Steamboat be released to the public.  
The world Steamboat created seems to resemble what the Victorian era looked like. Only with little twists here and there. Such twists include mutated animals, inanimate objects with minds of their own, and certain areas where gravity is constantly reversed.  
The old fashioned buildings indicate that Steamboat was born many decades ago. Yet is still alive, whether he looks old is up for debate. His personality depicts him as a somewhat narcissistic manipulator, often seeing others as lower beings, he means no harm though. In reality, he’s just a lonely deformity who doesn’t ever let others see him as weak. Steamboat chose those ponies as his followers to keep him company, but he also admires their talents. Circus Freak’s being one of the most fascinating. It’s not everyday you meet a pony with telepathic abilities, she doesn’t even know it yet.
 
The mechanical legs Steamboat bares were made by Clockwork Crow. But now when I think about it, considering where the joints are placed (the gears), Steamboat must have a unusual walking motion.
