Attempted with google translate… “Hail beautiful gem princess.” though, google kept saying “pretiosa” meant “price” so I took some liberty there.
 
Also if you missed it, the arms of the throne have “Ave Raritas” on them.

This is amazing, love it: Rarity the god queen of diamonds. Pray tell, is this Equestria Divided more than simply a series of art projects, or is it an actual story/fanfiction?

So I’m guessing Rarity will be a sort of pseudo-Cleopatra.
 
I always saw her as more of a Theadora but that would be Byzantine.
