That’s not true at all. Queen Elizabeth II, current queen of England, is married to Prince Phillip and never to a king.
Queens need a king to be queens, that’s why Celestia isn’t a queen. If she married somepony, the guy would instantly become king because he’s the husband of the queen which Celestia would become because she’s the king’s wife.
I imagine Queen Chrysalis being queen because back at good ol’ Changelingia she has a freaking harem of male changelings she mates with (a lot of kings, but the queen still has the power).
That would be because in our story telling, Queens are usually made to be bad and evil, whereas Princesses are good and pure. Since the show is, first and foremost, a show geared towards young girls, it was better to make Celestia a Princess, so little girls could identify with her in a more positive light.

Apparently Celestia was originally going to be a queen, but executive meddling changed her into a princess.
