Generally, that tag is used when the character is not wearing her usual accessories.
It creates an unreachable goal. Luna can’t ever hope to be as good as those ponies believe and will therefore always come off as a failure when she inevitably won’t. And worse are those folks who take absolutely everything Luna did and worship it—including when she tried to murder her sister.
