Unicorns can be thankful they don’t have antlers and have to go through that messy period of growth every year. Albeit it seems to be more itchy for them than painful (they have to rub their antlers against objects to help remove the skin covering the new antlers).

Yeah, the fact that Rarity was getting hers field does implies that they always grow. The fact that he still has the lower half means it should mostly recover but might always be a bit misshapen (the taper of the horn growing a bit more pronounced in the newer area).

If they’re anything like the horns of real animals then yes, provided the bony core (the actual bone within a horn is much shorter than the length of the horn itself) is not badly damaged, the keratin part of the horn (what makes up much of its length) will grow back.
 
And of course given we’ve seen techniques that can regrow a chipped tooth in seconds (albeit that was a zebra technique), chances are ponies have ways of regenerating their horns more quickly.
