To be fair, when someone says elf, they usually mean the Tolken/Fantasy interpretation, not the folklore/Fair Folk interpretation.
Actually per wikipedia:
─It is typically described as being the offspring of a fairy, elf or other legendary creature that has been secretly left in the place of a human child.
So yes… they are the FAIRIES/ELVES pony archetype.

He looks like what happens if you mash the random button on pony creator a couple times. Even then, I don’t think they allowed a tail wing. I swear, this was some Hasbro executive, seeing what he could get away with on Saki night as a joke, and some poor writer took his drunken banter seriously.
