By bringing the relic over to the other side, she just released draconic magic into the human world and its having the same effect as the elements of harmony or the powered up siren gems. Ember’s getting high off its power to dragonify herself into part-humanoid, part-dragon, and by the look of the spell circle, is offering to do the same to Spike as well.
 
They seem….more then a little apprehensive about this extreme measure, that and the mad look on her face.

The cape doesn’t determine that the character is wearing clothes. However, the scaly things is her clothes. You are correct on that.

Maybe Ember should have some clothes?  
She could have a dress or skirt that flips over and reveals her panties … if you want to show more of her body.
