I check the game about twice a day and pretty much never see Derpy. On the rare occasions that I do she only rarely gives a gem.
 
Here’s what I see for my Fashion shop of Flutterbat:  

 
I almost never close the app task on my iPod so idk if that would have any effect, but I tried the material gamble again and now I’m up to:
 
69 flowers  
53 buttons  
5 threads  
3 ribbons  
6 bows
 
Several times, like before, I got just all flowers. I’m down to 25 gems now since I did manage to get the rare few from parasprites. I might just go ahead and waste what’s left of my gems on the materials for the impossible chance of getting what I need.
 
I also have never had the free material by watching a video thing that you have. Just an empty spot there. So there’s literally nothing I could do unless I mass buy gems… which I’m never going to do.

I’m sorry runner2, I can’t really find the explaination and I’m not fully understand the “luck” in the game. :-/

As for the gems, I just log into the game many many times per day, and go hunting for Derpy around the outskirts of the town and keep hoping that she’s dropping gem, and then, logged out from the game, repeat, that’s it. Dx  
Of course, it’s need lots of determination and dedication to do that… And, it’s really time consuming. Dx
 
As for the “gaining material from the gambling thing”, I can’t really explain it, again. Dx  
At least what I can tell you from my own perspective here, it’s that I did it like the way most people will do to unlock the nightmare night outfit.  
Since Flutterbat is the next one, I gonna say about it step by step here. Dx
 
 
Okay, I just open my game as usual early in the morning at 9am in my time, the game will have a short “update” going on a bit at this time, and Flutterbat will be open, and to be unlocked in short limited of time.
 
This is what I see when I opened the game this morning today:  

 
I go and tap the “book” at top right corner, and this is what I see…  
520 gems?!? This is ridiculous. Dx  

 
So… I’m not really surprise that Flutterbat would cost more than 500 gems to be unlocked, this is Gameloft we’re talking about.
 
In the few hours time, I came back and log out of the game multiple times today to go increase my gems count a bit, although I’m kinda busy in the morning a bit. Dx  
So, I’ll decide to go unlock it in the afternoon…  
Instead of gone insane and go spending that 520 gems, I just went to Rarity’s boutique and craft the outfit one by one with the materials required…
 

 
Then, I just went on and get more materials from the 5gems box to unlock the outfit. Dx  
I can’t believe they need 35 flowers to complete the set. :-/
 

 
Yeah, I’m pretty sure that you will ask that why is my bit count is different a bit before and after unlocking Flutterbat outfit. Dx  
I’m playing a bit of “strategic” here, and I didn’t went on unlock every part of outfit in one go.
 
I realize that the luck of the game will slight improved (I guess?) when I’m doing the method of “logging out and in many times”, cause I actually got a few bows in the gambling when I logged out and come back later in the game… Dx
 
I’m really sorry, I just don’t know the explanation behind this AT ALL.  
As long as things are still working for me, I’ll be doing this ridiculous way in order to stay alive in this money grubbing game. Dx
 
Furthermore, I’ll be going away and come back again a few times, cause I will be hunting Derpy the rest of the day.

I still don’t understand how anyone managed to gain gems that fast or get that lucky with these gambling things. I tried it 3 times in a row recently and get 3 flowers each time. And that is completely useless to me.

Yeah, actually, I didn’t straight away buy the whole outfit set for “310 gems” of course. Dx  
||Yeah, Gameloft put that “number” there to trick the kids or any new players to fall into that “trap” here. ||
 
Instead, I’d went to Rarity’s boutique and craft the three Applejack’s lion outfit parts with the materials instead.  
I thought you knew it all along of what I’m actually doing here… Dx
