I don’t think there’s a canon explanation. My current hypothesis is that they’re constantly dodging gravitons.
I remember that much, I just forget if they explained how flying works in the ingame lore. Or if they ever needed to explain it :3

all the touhous have the default power to fly.
I guess she uses raw powerlevels to fly, or whatever technique Sakuya Izayoi and the others use.
I realize they couldn’t use them in every game and story, but its a shame characters living in the Scarlet Devil Mansion don’t get used often in later games. They were my brother’s favorite :D
Actually, Flandre doesn’t use her wings to fly, hell, they are specifically mentioned to be useless for flying.
