You have to consider that both of those weapons are so bad that nobody runs them. If you want to make a good card, you’ve gotta look at cards that either are being used or have been in the past, not cards so terrible most people dust ‘em at a glance.
In this case, Background Pony #DAF5 is pretty much on the money. A 2/3 weapon is worth roughly 2.5-3 mana (using Stormforged Axe as a baseline, since it was good enough to be used back in the days before GVG), so you’re paying about 3-3.5 mana to silence things. Not only is it too weak to stand on it’s own as a 2/3 weapon in an aggressive class like Hunter, but you’re paying way too much for a situational Silence too.
A single-target Silence itself is a 1 mana effect (looking at Spellbreaker as the neutral Silence here, as a 3 mana body with a 1 mana Silence effect. Owl is out because it’s understatted due to Beast synergy and Silence and Kabal Songstealer are both Priest class cards and therefore above the curve by intent) so you might say “Well, 1 mana for 3 attacks makes that 3 mana cost to silence things reasonable, right?” The answer is a distinctive “No” because the effect is slow. Slow effects that take multiple turns to churn out value always have to cost less, since the remainder of the cost is the raw time it takes to actually get your 3 silences off, so 3 mana for 3 silences is way too much to pay.
For a 2/3 weapon with a silence on attack effect, somewhere around 3-4 mana is fair, but even then I wouldn’t expect very much use simply because it’s very slow and controlling in a class that wants to be fast and aggressive. It’s just a bad match for the class in general even if it was balanced, although I’m sure a Warrior or Paladin might like picking it up off of Grimy Goons Discover effects, so that’s something.

Well you have to pay 7 mana just to use a weapon where your immune while attacking, follow by a 5 mana cost weapon that summons 1/1 piranha. So I don’t see why I can’t make a 6 mana cost weapon that silences.
