Artists sometimes add flourishes where a character might be warmer in some way or other. Doesn’t really lend itself to realism, but it can be a visual cue for when a character is hotter in one section of their body or other…whether it be due to arousal/heat, warmth from exercise or an external source, or just plain embarrassment (especially if the redness is in the facial area).
That is probably the reason, but I can’t help it.
Maybe just showing heat? Her face is red as well and she’s been exercising.
