Well, brainwashing enough ponies to make a village of slaves is one thing, but I would think that messing with the space-time continuum as much as she did would probably warrant a permanent spot on the naughty list.

He probably would consider it naughty for the brainwashing aspect.
But even if she didn’t, she also messed with the space-time continuum, creating multiple timelines wherein everypony was either dead, enslaved, or struggling to survive.
Conisidering santa bot has his own village of slaves I doubt he counts that as naughty
I’m pretty sure that’s a bit more Naughty List-worthy than simply scratching her nose.
