Like the whole Europe … or basically almost the whole world (minus Africa):
(green is 18 – olive is 17 – dark blue is 16 – each lighter shade of blue is 15–13)
Mexico, China, and Japan are some of countries where the age of consent is lower than 18.
In what sense?
Consent law in Sweden is from 16; but we’re the upper north.
Consent in Hungary is from 14; but from 12 if both parties are under 18.
In Sweden, the ID is free until 18 (plus a few days). I never had any use for an ID card, so I simply got it later.
I actually couldn’t find any references online - I was under the impression that it was 18 in Hungary, but apparently 18 is a different kind of limit, not the age of consent. Something like children between 14-18 can do whatever, but a person under 18 with a person above is illegal.
I actually got my ID when I was 14, because afterwards it costs money. I don’t know about any other countries, though.

ID cards aren’t required, and maybe not as common until the age of 18 when it actually matters.
And “lowered”? When was it 18 in what country?

I was about to say that it’s actually 18, but after a quick fact check it seems to have been lowered to 14, you’re spot on there.
Although, most people do have a kind of receipt, their ID card, which has the birthdate on it, among other things.
If one wants to keep everything legal they can refuse if the other person doesn’t have it on them and can’t prove their age through any other means, for example.
