They had a budget of a few thousand and an old version of Flash that IIRC they only just got with Newborn Cuties (Which had an even smaller budget). They had no idea what they were doing (In SFM all I can do as far as actually animating goes is snap a pony from point A to point B with a Shift-click); one animator probably thought Trixie was a background character (and evidence in MiM appears to suggest Bloom & Gloom was announced before it was finished, specifically, they hadn’t added Babs Seed’s cutie mark to the letter, and the animators for Made in Manehattan obviously didn’t get the memo)

Actually, she has had that cutie mark in the show, as well as a few others.

This can’t be Dinky, she doesn’t have her cutiemark yet.
