Twilight is a princess. Usually royalty is above the law. Now if Mayor Mare did any of that, she’d be impeached as she is not royalty just an elected official.
They made some building historical and frauded the bulls out of buying it, and the bulls got mad and destroyed it. Twilight thought that was sufficiently illegal enough that she could jail them by taking the pieces of the building and putting the bulls in a makeshift prison made of material they just destroyed under their own power.

…Oh right. Great Uncle Chili Pepper. Yeah, that was a major thing that stuck out to me too.
Remind me, though, why would it not be all solved in the end? (And doing illegal things to solve it becomes less of a problem if you remove Twilight from the equation. The worst bit of that is Twilight having an odd double standard imo)
There were a few illegal things done to ‘solve’ the problem, there’s some doubt it was solved at all in the end, and the missing apple family member was completely dropped as a plotline.
I really do think that arc would have been significantly better received had Twilight simply been away at the convention with Spike. They could even do some amusing little side scenes showing how the two of them were carrying on.
I mean, does anyone have any major complaints apart from the absurdity of Twilight’s inaction?
… What.
We’re talking about the same comic that had Twilight ignore violent criminals because of this law, yes?
But it does make a good point and avoid the citizens from being afraid of their absolute and Uber powerful rulers.
WE.DO.NOT.MENTION.THAT.TRASH.COMIC.
But she can’t use magic on citizens of Equestria
Remember?
Oh shit…
