Teen hairstyling doesn’t apply hear, considering the skin colors and the fact that every character has brightly colored hair, it’s safe to assume that that’s how their hair naturally grows. Everything else you say is vague and shows no actual knowledge of color theory, which is baffling considering that your artistic skills are vastly superior to mine.

The toothpaste stripe seems a lot more like something a teen-twenty girl would wear, and having clothes means the different hues can be balanced out more throughout the design rather than all bunched up on a Pony who doesn’t wear pants; it becomes less of a jarring chromatic discordance and more of an accent that compliments the same color elsewhere in the ensemble.
Her eyeballs are lighter, too.
