Yes, He did. Which ties back into the whole “free will” thing. “Choose this day whom you will serve,” and all that. Satan chose to serve himself, and my studies always indicated that unlike us, angels only get to choose once.
 
Although…personally, I choose to believe that Sin MUST exist for there truly to be free will. So God could have prevented the Fall of Lucifer, but because He values humanity’s ability to CHOOSE to obey Him above anything else, he allowed the Fall to happen so we would have actual choices.
 
There cannot be Love without Hate, Laughter without Sorrow, Generosity without Selfishness, Honesty without Deceit, Loyalty without Treachery, Kindness without Cruelty, Friendship without…I can’t really think of anything, but you get the idea. Good cannot exist without Evil to contrast against. So even in choosing to serve himself above all else, Satan fulfills a necessary function.
