Seems more like a grim geopolitical reality than anything.
Hard to say what is is with so little context to the conflict depicted, but it doesn’t seem to me that the dragon in the picture is in a particularly disenfranchised position. Ponies are hardly able to place any form authority over them and are only capable of holding a defensive combat position in most situations.

Zebras have similar thing, so it was before zebras and ponies branched out. Or it could be an odd case of convergent evolution, if zerbras’ marks and cutie marks emerged independently.
It’s hard to tell, but yeah, something like that.
To me it looked more like he trapped them in shared dreams, as opposed to the displays becoming a part of the real world.
The Legends of Magic series synopsis mentioned the origins of cutie marks, implying there was a time when ponies didn’t have them.
