The writers deliberately left it unclear: either Scootaloo’s parents are dead, or they may as well be for all the encouragement they’ve given her.

Either way gets you right in the feels.

With all these poopy posters yelling “orphan!”, Scootaloo is saying her parents are not supportive and one of the “confirmed but unconfirmed” statements is that her parents are workaholics/travel a lot, so scoots is left to her own devices.

This still leaves a very sad window of abandonment and her latching onto RD as, not only a hero, but surrogate family member.
