Thorax doesn’t cost gems or bits. At least not right now. He’s in a bundle that comes with a shop called Trixie’s Wagon and ten Summer Festival flags, all for $19.99.
You apparently get King Thorax for free after you finish the S6 finale storyline in the Changeling Kingdom, but they’re making you pay premium for his original form, which is in Canterlot.
And no he doesn’t have a voice yet.

I think this form of Thorax is premium only.
You win him by completing the story and defeating Chrysalis for a second time. You gotta give up A LOT of gems in the process, but it’s worth it.

I mean under what mission do you receive it? Is it just a permanent addition pony to the Changeling Kingdom? Does he show up in other towns?
Same as his show form; majestic and regal.
You beat the story already I assume? His old form is part of a limited time bundle. What’s his king form like?
It’s irritating, yeah. Only reason I got him was that I have spare funds at the moment. Hopefully he’ll be brought back later on as prize pony, or for gems in the store.
