take a look at this pic. that’s a really detailed fluff. note that when drawing fur, you want to color/shade it in stripes orthogonal to the grain of the fur. by making the edge of those stripes irregular, you can have a convincing looking fluff, but the stripes themselves must go sideways to the grain. in general, making the edges fluffy is most important, for instance the very slight fuzz on dash’s outer ear here could be more defined.
 
if you only want very light fuzz, her fur should have no detail at all, and the entire effect is on the edges of it. those long dark strokes in the middle of her ear can’t possibly be individual hairs, if her individual hairs are short, tiny fuzz.
