It’s possible, the first page doesn’t actually have Celestia SAY she was going to remove Twi’s horn and cutie mark, at both points the view switches back to Twilight. Also at no point during her later appearances does Celestia actually say she did anything to Twilight other than express that she might be relying on magic too much. At no point is it DIRECTLY SAID by Celestia that she removed Twilight’s horn or cutie mark…
Also the magic auras in the first page that do the removing are blue, instead of yellow…
But still, this would imply that Celestia’s initial letter was somehow tampered with and that SOMEONE ELSE is actually responsible for what’s happened to Twilight.
…It also shifts some of the blame to Luna and the Mane 6, because if they HAD called Celestia out on ‘her’ bullshit, they’d have all figured out something was wrong a long time ago.
