It’s because whenever you use sarcasm, it is hard to detect when communicated in typed text.
Usually when you speak with sarcasm, you do so in a certain tone of voice.
Also, not everyone will be aware that you are not serious and may act accordingly.

It was a sarcastic remark referencing several exceptional pieces of art being removed from here due to said rule 5 alterations and the no clear cut definition as to what breaks the rule.
