Actually, she’s almost always in control of her magic. She just abuses them to nefarious effects and she never thinks about the consequences of casting a spell, which leads to disastrous results.  
If anything, Starlight has excellent magic control. Self-levitation to the point of flight, teleportation, brain wash, mind control, cutie mark magic, spell combinations, time spells–those are advanced stuff.
 
Starlight’s as much a control freak as Twilight, so losing control is not a regular occurrence for them. What regularly gets out of control is the effects of their magic–especially ones that can snowball into a bigger problem like the Want It Need It spell and Starlight’s hypnosis spell.
